Durch Ausgabe von sogenanntem Freigeld wurde der Finanzierungsspielraum der Gemeinde erweitert, so dass ein Investitions- und Beschäftigungsprogramm durchgeführt werden konnte. Die Aktion beruhte auf der Geldreformtheorie von Silvio Gesell. Dieser hatte Anfang des 20. Jahrhunderts vorgeschlagen, Geld unter einen Umlaufzwang zu setzen, um das wirtschaftshemmende Horten von Geld zu verhindern. In diesem Sinne wurde das Wörgler Freigeld mit einer Entwertung von 12 % pro Jahr belegt. Tatsächlich gelang es in recht kurzer Zeit, die regionale Wirtschaft wieder in Gang zu bringen, den Gemeindehaushalt teilweise zu sanieren und die Arbeitslosigkeit zu vermindern.<br /> <br /> Die Wörgler Selbsthilfeaktion befand sich aber nicht in Übereinstimmung mit der Geldpolitik der Österreichischen Notenbank und verstieß zudem gegen den Artikel 122 des Notenbankgesetzes, der das Geldausgabemonopol ausschließlich der Notenbank zusprach. Erst nach dem Durchlaufen aller Berufungsinstanzen wurde die Aktion am 18. November 1933 vom Verwaltungsgerichtshof endgültig untersagt.<br /> <br /> Gleichwohl fand das Wörgler Freigeld danach noch Nachahmerin anderen Ländern.
